Right now xmailserver.org is running on a PIII 600MHz with 256Mb of RAM :

[root@blue1 davide]# time /var/MailRoot/bin/CtrlClnt -s XXX -u YYY -p ZZZ frozlist

real    0m0.116s
user    0m0.010s
sys     0m0.000s


If on Win32 a frozlist takes 1 minute, it means that FS layer sucks so bad
that it's not even funny. I'll try on my Win32 machine ...
