... and is it newer than the firmware I downloaded from Spectrum,
which does _not_ address the issue at all?

One "quick fix" for firmware would be (a) exposing a firmware version
code or otherwise letting drivers check for "back rev" firmware, and
(b) updating the RTC reports to explicitly include DST mode and AM/PM
flags, e.g. by new command codes to return DST-free 24-hour time.

Or if backwards compat is not so much of an issue, just get rid of the
hidden DST and AM/PM stuff and stick to straight 24 hour UTC.

In the 2.6.18 trees, sure ... it's really not "new" except that it
uses the RTC framework, almost all the code is straight from the
version from $SUBJECT.  So most bugs were carried forward, like in
particular the way 4pm is always reported as 4am.
