Short Answer:
No, the mini PCI isn't functional.

More Complete Answer:
Note that the DM6446 does not have a PCI peripheral.  The mini PCI slot
on the DVEVM board is only mini PCI *form factor*.  Some of the VLYNQ
pins are actually pinned out here.  If I recall correctly they are
pinned out to what would be RSVD in the mini PCI spec.  So for example
you could create a daughtercard in mini PCI form factor with an FPGA on
it and then embed VLYNQ into the FPGA and that would make the FPGA look
like another peripheral in the DM6446's memory space.
