Currently, you need to download the product yourself from here:
https://www-a.ti.com/downloads/sds_support/targetcontent/FC/index.html
...as that ensures the licensing agreement is understood and agreed
upon. I'm not sure the legal implications of someone else downloading
it and sending it to you, but I can't encourage that.
I just tried to download it, and it worked for me, but I'll forward this
to the TI web admins to see if there's an issue. Sorry for any trouble
you're having. :(
