The document TMS320DM644x DMSoC ARM Subsystem Reference Guide (SPRUE14)
describes the initial state of various subsystems upon exiting a reset
condition.  The VPSS in particular is left in a disabled state, which
means reset has been de-asserted, but the module's clock is off.
Therefore and accesses to this module will not be peformed and you will
read back all zeros.

Refer to Section 7 Power and Sleep Controller for details.  Table 7-1
describes the state of the VPSS and Table 7-2 indicates the definition
of the possible states.
