As far I know TI codecs for DM355 (JPEG and MPEG4) are available only on Linux at this point, and albeit they can be ported to WinCE I think you will have to deal with it by yourself.

The OS runs on the ARM side only, therefore the CODECs (that run on the DSP side) should be the same for any OS. As long as the DSPLINK is ported for the target OS, there shouldn't be any problem. Do I miss something?

Right, however the DM355 doesn't have DSP, but run codecs on a specialized hardware on the ARM side. Still the codecs are as portable as other TI's codecs as they are wrote using Codec Engine, so you are OK if you have CodecEngine on your OS. My point is that as far I known at this very moment CodecEngine is not available on DM355 for WinCE, and you will need some help from TI to port it to WinCE.
