Andrew,
I would also suggest looking at RTCK as well. This is the
return TCK send from the DM6446 back to the emulator pod, which in your
case is the BH-USB560m. The emulator actually uses this RTCK to time
the JTAG signals, including sampling the TDO coming out of the device.
The DVEVM schematics illustrate the use of this signal.
This may or may not be the issue, but one thing to check and
make sure that the DM6446 is properly driving it and the emulator pod is
receiving it.
You should be able to get a copy of the schematics of the DVEVM
from the following link, if you don't have them already.

Hi all,
??? I was wondering if anyone has any experience with getting the JTAG
of the DM6446 to work on a custom board. My Blackhawk 650m connects to
the DVM board, but I can't get it to connect to a custom board I have
made. I keep getting the error: dead JTAG clock. Measuring with the
scope, I can see that TRST is asserted properly and there is a signal on
TCK coming from the Blackhawk. However, the DM6446 fails to respond. Is
it correct to assume that if the chip is powered, then the JTAG should
be operatial?

PS. The ARM does seem to be running as I can use the UART with it.
