I am also not a lawyer, but to my limited understanding, the license
mainly says:
1. Do not use this, or attempt to port this software to any non-TI chip.
It must be used only on TI hardware.
2. Do not use this software for assisting in design, development or
verification of a non-TI device.
3. You can distribute the source as long as you don't change the
license.
4. You can distribute binaries also as long as they are for TI hardware.

There may be more that I don't understand fully, but I believe this is
the crux of it.

Some advantages of using DSP/BIOS Link instead of DSP Gateway:
1. DSPLink is already available pre-ported to Davinci - DM6446.
2. It is also available on other TI platforms (e.g. Davinci HD -
DM6467). Minimum to no changes are needed in your application source if
you move between platforms.
3. It is under active development and will be available on future TI SoC
platforms also.
4. It automatically makes other TI collateral that is built over DSPLink
available to you ... E.g. Codec Engine
5. DSP Gateway is not available (as far as I know) on 64x based
platforms. That means that you need to do the port, and you need to
resolve DSP cache coherence issues yourself during your port (which we
have already done when porting DSPLink between OMAP5912, which is 55x
based, to DM6446, which is 64x based).

This would be great! Does anyone know what would be involved getting
this running for the davinci kernel? How well does it work in the
existing processors?
