If you try to update the display using the attribute window too quickly, you may see a flicker in the video window.

goal is to have the 1024x768 divided in 2 regions: 1 of about 1024x600
with static graphics and another of 1024x168 which scrolls a message
in large fonts (video will be within the 1024x600 region).
My guess is you'll be fine here, other than getting your scrolling text to be completely smooth.
3) Have you tried to send 1024x768 OSD data 8 times a seconds (which
would be below the 25 MBytes/sec).  Is there any tearing?
I haven't done any tests in full-screen. You can do this by writing full-screen single-color data. Just rotate the color components and the tearing will be quite noticeable when the hardware is unable to keep up.
