Ignore that -- I should've really gone to bed instead writing this nonsense.

"Make it match the current hardware state" isn't exactly troublesome; it's not 
consulted
except when setting up new transfers, and it's saved again
after each URB.  In fact that save state isn't expected to be
valid unless there's no I/O active.

Even if there was only a short pause b/w URBs (which resulted in tearing down qh and creating a new one then?
