Recent kernels can output NTSC. Encoder manager is not needed for that purpose. Encoder manager and friends are needed for both framebuffer drivers and v4l2 drivers coexist at the same time. If you don't want v4l2 support, you don't need encoder manager. I ported old 2.6.10(LSP 1.20) drivers to recent kernels and posted at [1]. If you need encoder manager and do not want to wait you can give them a try.
