Maybe one new role or checkbox added to the existing user roles in LIR Portal would be a solution. This role or checkbox could indicate that the user is member of SSO-LIR "group".
I do like this idea with a checkbox, it gives flexibility while still achieving the goal.
Something like the screenshot here: https://cdn.cynthia.re/upload/firefox_2019-01-07_12-31-00.png would be what I am imagining.
