The RIPE database contains placeholder objects for out-of-region space, and 
these placeholders were re-created from a common template in January 2019.

The prefix 62.61.192.0 - 62.61.255.255 was transferred from the RIPE database 
to AFRINIC in 2005 when the AFRINIC region was created.
