I suspect it is me/us, after all... a fair amount of ICANN financing comes
from the joint RIRs, if I'm not mistaken. So yes, if we tell the RIRs,
they should be able to achieve an effect.

budget. The vast majority of their budget comes from registrar
transaction fees.
