Version 2.0 of the policy proposal under discussion (2022-01, "Personal data in the RIPE Database") was announced on 16 June 2022 and it is still available at:

The link that you noticed became obsolete is pointing to the RIPE Policy Development Process (PDP) document that describes how policies are developed by the RIPE community.

The new PDP document, ripe-781, has been published on 27 June 2022 and it has been announced in the ripe-list and in the policy-announce list:

This document obsoletes the previous version of the document, ripe-710.
