I'm not sure if this will help, but I've had similar problems that I fixed
by adding a dbadmin user to the client machine, since the control center
needs to authenticate locally (on the client machine) before it starts.
Another problem I had is running within a NT domain. I would log into
the domain, on my own workstation, but couldn't get the control center
to recognize my username/password. The problem was, I didn't add myself
as a local user on my machine.
