We had this problem with UDB V7.1 / Windows 2000 trying to create DMS managed tablespaces and below is the resolution..... With the introduction of Windows 2000 and NTFS5 there is a new feature that is installed. On the drive properties screen found by right clicking on a disk drive and going to the properties tab. There is a check box, that by default, is checked, called "Allow Indexing Service to index this disk for fast file searching". With this check box removed it is not possible to create DMS tablespaces.
