In order to bring Oracle in the Federation you need a bit more.
For V7.1 below FP3 or below V7.2, you need to add DB2 Relational Connect.
For V7.2, with Relational Connect, you can also bring SQL Server, Informix,
Sybase and maybe others in the federation.

All in all, it's relational connect that allows you to bring non-DB2 in the
federation.
