The problem turned out to be that I was trying to install a fixpack for the
Admin Client, but my PC has the App Dev Client (which includes the Admin
Client).  Hence the Admin Client fixpack was complaining because it
determined that other DB2 software, namely, the Admin Client, was installed
and needed to be upgraded first.

I got the fixpack for the App Dev client and it installed fine.

I currently have the Control Center (7.1, FP3 = 7.2) running on a Windows
2000 Professional system.
I downloaded the latest administration client, FP6, from the IBM web site,
but when I try to install it I get the following error message:

"Severe:  A different DB2 product at an older release level already exists
on this system.  You must upgrade the existing DB2 product on the system
before you will be able to complete this install."

The only DB2 products I have installed on my system are the earlier version
of the admin client mentioned above and QMF for Windows 7.1.  Why is it
objecting?  Do I have to completely uninstall the existing client software
first?  The error message refers to "upgrading" the existing product.  I
thought that was what I was trying to do!
