When do the different levels of db2set changes (instance, global, environment, etc.) take effect in V8 ?
Was it any different on V7 ?

As documented in the command reference (for the db2set command), any registry parameter changes do not take place until the instance is
restarted.
This has not changed from V7 to V8.
