- no matter if varchar_ignorecase is empty or not the first expression always
shows "empty" while the second detects the difference
The first expression uses NEQ the second EQ.
The difference is caused by the result of SbxValue::Compare( ). There's an IMO
strange handling when comparing empty doubles with empty strings.
