I would suggest that this isn't obvious, and we should have something that clearly shows that the fields are grouped and cna be ungrouped. It makes sense, because of the way that the resize works, once you know that they are grouped, but without this knowledge, it isn't obvious and hence is an ease of use issue. Even if there was just some popup help or similar... or an indicator during resize saying "resizing grouped controls" or similar. Something to nudge the user in the right direction if they need to resize separately.
