This works well except that even though I've closed the oobase file that point to the text files I can not edit or overwrite the text files in that folder. Windows sees them as being locked. The only way to unlock the files is to close all OOo applications and the quick starter. This has a secondary weirdness in that OOo will now think that the database was not closed cleanly and will try to do a restore when OOo is restarted. Expect functionality is that when the oobase file is closed the text documents in the working folder are not locked by the OS.
