When you try installing the Report Designer extension as shared extension
("unopkg --shared"), so that all users can benefit from it, you get an error
message that this is not possible.
Reason is that the extension is currently built in a way which explicitly
prevents this option. I don't see a good argument for this behaviour, we should
allow installing this extension into the shared layer as well.
