still a bug in current condition like, i agree with msc (nobody will understand
this behavior) -> please discuss in i-team and find a more proper solution
a solution f.e. could be:
1. grey out header/footer if spreadsheet is output format
2. insert header/footer one time above and below the content
3. give a info message that showing of header/footer in spreadsheet output
format not possible
