removes the tstamp/_tmpstamp construct from the build.xml (not supported by
some ant versions)

for hsqldb from hsqldb/patches is not needed anymore.
The referenced issue is Issue 51409 on which it says ant >= 1.6.0 is needed.
As jfreereport itself now needs the newer ant anyway ("import") and configure
now also enforces >= 1.6.0 (Issue 80583) this patch is not needed anymore. Note
that 1.6.0 is available since years now and even Debian sarge contains 1.6.2
