This is an issue for StarOffice not for OpenOffice, but I think you can sent it
to the right person.

I use a German WinXP Home and German SOP8. I will write the German WinXP Terms,
because I don't know the English ones.

Steps:

(1) Start StarOffice Base
(2) Choose "Connect to an existing database" and then in the list ODBC. Next
(3) Click on "Browse"
(4) Click on "Organize"
You should now be inside Microsoft "ODBC-Datenquellen-Administrator", a dialog
with the tabs "Benutzer-DSN", "System-DSN", "Datei-DSN", "Treiber",
"Ablaufverfolgung", "Verbindungs-Pooling", and "Info".

But if you use StarOffice this dialog will be immediately hidden by the window
"Neue Datenquelle erstellen", which you normally get if you click on
"Hinzufügen" on one of the DNS-tabs.

Now all is broken. You cannot close or cancel the dialog, trying that lead to
entire wrong state. You must kill all with task manager.

The same works without problem in OpenOffice, and using the Microsoft
"ODBC-Datenquellen-Administrator" via Systemsteuerung > Verwalten > Datenquellen
(ODBC) works without Problems too. Therefore it is a StarOffice problem.
