Well, so much for user experience and reproducible issue descriptions ;-)

Karl, in a Writer or Calc document hit F4, that opens the data source view (menu
View -> Data sources). The Bibliography database is preregistered, open the
context menu on it and select "Edit Database File...", then Tables from the
Database column at the left, then under Tasks the "Use Wizard to CreateTable..."
should appear.
