First please only one problem per issue. Please read
http://qa.openoffice.org/issue_handling/basic_rules.html#one_per_issue
So please write a new issue for the first part in the framework component.
Second: The menu item you mention is for the 1.x version. Can you please tell me
where you found the instructions. In the 2.x version please go to FILE / NEW /
DATABASE menu to create or connect to a database.
I set the issue to INVALID now.
