When a Base file is opened if there are no tables in the database the default
view should be on the table section, not the forms section.

It is a common question from users, via the forum, of why they can not create
fields in their new form. In talking with them the problem is that after
creating a new Base file the default view is for forms - so they select 'Create
new form' and of course they cannot really do anything because there is no
tables in the file for them to link to. It causes a certain amount of confusion
right from the beginning.

Also, it seems to me, that this would follow more closely with how other actions
are carried out within the application. Most follow some context driver, in this
case the context is that the first thing you need do is define your table
structures - so that is what the user interface should display.

This would I suppose only be a behavior for those datasource types of Base files
that allow the user to create tables. In the case of connecting to an existing
database, if there are tables already in that database then open on the forms
section - if there are not ( for instance a MySQL database with no tables ) then
again open in the Tables section.
