This works for me in OOo 2.4 - You just have to make the proper settings.
Use File|New Database, choose "Connect to existing Datasource", Choose "Text"
Choose directory with the files, choose *.txt and now the first important part:
You don't have "," as delimiter in your sample, it is tab-delimited, so change
the delimiter to tab. Further, your data is not surrounded with «"», so set the
text-delimiter to "none" click finish and save.
Next important part: Your file is in legacy encoding (ISO8859-1(5), latin1/9) -
if that doesn't match your system's encoding (for newer linux installations,
this most likely is UTF-8), you need to configure the charset for the database
accordingly. Open the database for editing (if you leave the checkbox in the
wizard checked, it will be opened automatically)
Go to the list of tables, right-click a table, choose Database|Properties on the
additional properties tab, you'll find the charset selection. Make sure it fits
your data. With those steps, your data is imported as in the "OK" one...
