For instance, if you open the context menu somewhere in a text document, there will be an entry "Character ..." having an icon, which is the same icon which comes along with the "Character ..." item in the "Format" menu. This rule is broken in the report designer: While there's a lot of items in the main menu which have icons, the context menu is always completely icon-less.
