the problem is more general - reassign to framework, setting as blocking issue.
You can test with any listbox (e.g. Tool - Options, OOo - View Icon Size).
If a listbox has a small number of items (so that no scrollbar is visible if you
open the list and the selected item is not the first item - the first item will
not be displayed, if the list is opened.
The item is still there - you can access the item by typing the value or
scrolling up with the arrow keys.
