That's not a Base problem, but a general one. To reproduce
- open /some/foo.odt in OOo
- kill OOo
- delete /some/foo.odt
- start OOo again
=> the recovery wizard opens, asking to recover /some/foo.odt
- allow the wizard to proceed
=> an error message is shown that /some/foo.odt does not exist
- confirm the message
=> the recovery wizard shows "failed" for /some/foo.odt
- close OOo regularly
- start OOo
=> the recovery wizard opens, again, asking to recover /some/foo.odt

You're know in some time warp: The recovery wizard will open again and again and
again, with every office start.

fs->mba: not sure who's nowadays responsible for the auto recovery, please
dispatch this issue as appropriate
