Chart in report can overlap data fields, you can do it:
Insert chart (5x5 cm size)into Report footer (Height=7 cm), and move up not more
than half of the height, it remains in footer section, and can have negative Y
position with shoving Y=0 in properties. (Other type filed when moving with
mouse jumps into detail section.)
See in Report 1 in attached file.
I created Report 11 (increased detail area height form 1,5 to 2 cm )and Report
12 (added to Report 11 page header/footer) with small changing, and the reports
looks so differently, I think it is a side effect in some ways.

I think it is related to the Chart general behavior, it is a Shape and shapes
can be overlapped by fields in reports.
