This isn't a defect. NULL values for empty spread sheet cells was introduced
with issue 99743.
You have to insert an space into the spread sheet cell and after wards do a
RTRIM.
CONCAT is defined in the SQL standard that when only one value is NULL the
result is NULL as well.
