I think this is related to 70206 I've just read but let me put it this way:
Connecting Base to a csv directory, you can specify a decimal delimiter but only
the locale delimiter is used.

US_Date,text,text,decimal
01/02/09,DIRECTDEP,xxxxxxxxxxxxxxxxxxxxxx, 1167.46
01/02/09,Check 1129,xxxxxxxxx, 30.00
01/05/09,CREDIT,ATM DEPOSIT xxxxxxxxxxxxxxxxxxxx, 1830.35
01/05/09,DEBIT,WIRE INT'L Sxxxxxxxxxxxxx, 148.30
01/05/09,Check 1128,xxxxxxxxxxxx, 350.00

In a German locale it is impossible to import these data for 2 reasons:
1. Base can not handle date locales to import (other issue)
2. Even though I specified the point as decimal separator, I always get text.

The second point is a defect I think.
