A configuration option
"/org.openoffice.Office.DataAccess/Policies/Features/Base/CreateLocalDatabase"
has been introduced, which is of type boolean, defaulted to "true",
and controls whether the "Create Database" wizard (started via
File/New/Database) exposes the "Create a new database" option.
