Changes in this release include:

* patch from David Wheeler <[EMAIL PROTECTED]> to fix quoting
* 15 new quoting and placeholder tests

In a future release I may use the PQescapeString function instead of the
current quote function.  If we are going to have a driver-specific quote
method, we might as well use the one provided by the database vendor.
