Yes, I'd like to see DBD::Pg start to use a more standard and comprehensive test suite. Needless to say, I plan such a thing for the new version I'm working on. But that's going to be a while in the making...Other DBD::* modules require DBI_DSN, DBI_USER, DBI_PASS to run the tests. Without the correct setup installing from CPAN will fail.
