The automated cpantesters email didn't include the output of the 'nmake' stage, just 'nmake test'. The 'nmake test' output reported that it couldn't find the DBI .dll that 'nmake' should have made.
Could you 'nmake clean', start over, and post the output of nmake? Hopefully that will shed more light on it. Tim.
