I don't normally follow this list but Martin hunted me down off-list and 
suggested I take a look.

Building with svn trunk 14385 on

$ perl -v

This is perl 5, version 12, subversion 1 (v5.12.1) built for 
VMS_IA64-ithread

I get

Result: FAIL
Failed 28/171 test programs. 68/5293 subtests failed.

I'm pretty sure DBI passed all tests on VMS sometime in the last year or 
two, so hopefully there's nothing too fundamental wrong.  I see what I 
can find.
