Add test for OOB DBD::File file location
Used t/51dbm_file for that and formatted it to improve readability,
consistency and maintainability. You are allowed to disagree, but
if no one steps up to help, ...
FWIW the added test is very close to what is now in DBD::CSV, which
was tested before this
