If you want to set up an ODBC data source in windows, it still needs the
oracle libraries and tnsnames.ora for it to connect to the oracle listner. 

You need to install either of the microsoft MDAC or the oracle ODBC drivers
and they then refer to the oracle SID which you set up in your tnsnames.ora.
The tnsnames.ora is exactly the same as on unix.
