VARCHAR2 _will_ support multibyte characters, in the DATABASE CHARSET is multibyte (utf8) or al16utf16.
DBD-Oracle 1.15 has almost no support for them how ever. DBD-Oracle-1.16 will have pretty good support for them.... and a much of tests ilustrating that support.
