Is there a problem with ftp.esoftmatic.com?

I tried doing:

ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/5.8.3/DBI.ppd

per the instructions in an email here from Jeff Urlwin a month ago. The
install fails, so
I tried to ftp there manually. The ftp timed out, and I can't ping
ftp.esoftmatic.com.
Ping finds the name and IP address for ftp.esoftmatic.com but "Request
times out".

We're a Java shop so I don't have Visual C++ or any C compiler to build
them from
source code.

Is there an alternate site where I can get the DBI and DBD::Oracle
packages for Windows?

There was a not for prime time release there. I asked a question about it
and it was removed but he didn't put the older 1.15 version back up. :-(

Yet another upgrade blues on Win XP.

The release notes accompanying activestate perl 5.8.4.810
say: "Perl 5.8 is not binary compatible with earlier releases of Perl. You have to recompile your XS modules."

At http://ppm.activestate.com/BuildStatus/5.8.html I find:

DBD-Oracle 1.15 FAIL

Jeff Urlwin's ftp://ftp.esoftmatic.com, mentioned in
http://aspn.activestate.com/ASPN/Mail/Message/1904063
and http://dev.isystek.com/dbi/fom-serve/cache/173.html
appears to be dead, and I read you correctly, even if
it would be back up in the air, it would not carry
the ppm anymore.

Right now I am downloading cygwin - this takes ages, I probably chose the wrong mirror - but I already read a message that it has difficulties compiling DBD::Oracle.

I could use some tips on how to proceed:
 - back to perl 5.6?
 - use cygwin perl instead ? (will it work ???)
 - a different site with a DBD distribution including the
   windows binaries?
 - install the 9.2 client from oracle ? (I'm connecting to a
8.1.7 instance - some commercial announcement suggested
that 9.2 has perl support, but otn.oracle.com is
not very clear about it).

Any suggestions/experiences welcome.
