Or, in the FAQ, see that ftp.esoftmatic.com has a repository for ActiveState
perl with binaries for DBD::Oracle.

The easiest method for getting DBD-Oracle would be using PPM. 

For ActiveState Perl 5.8.x or higher there is no officially supported
version of DBD-Oracle, however there are some unofficial binary versions of
DBD-Oracle that can be installed via PPM. 

Take a look at: 

ftp://ftp.esoftmatic.com/outgoing/DBI 

I found the reference to this binary distribution on the dbi-users mailing
list archive at:

To install this PPM, use a command like: 

ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/DBD-Oracle.ppd 

The posting recommends using the version of DBI included in this
distribution as well, so if you have DBI installed currently you might want
to remove it and reinstall it from the ftp.esoftmatic.com site before
installing DBD-Oracle. 

Something similar to the following procedure: 

1: ppm uninstall dbi 
2: ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/DBI.ppd 
3: ppm install ftp://ftp.esoftmatic.com/outgoing/DBI/DBD-Oracle.ppd
