Tim releases the source.  The source goes to CPAN, typically, except in BETA 
situations as
you are seeing.

ActiveState used to provide binaries for DBD::Oracle for the Windows platform.  It's 
very
common for a windows user to have the Oracle client already installed/licensed, but 
not a
C compiler to build.  So, when ActiveState stopped, I picked up.  I plan on supporting
more drivers, but I have not had a lot of time to spend on it.
