Perl, MySQL and a C compiler.

I usually hack out the stuff in the Makefile.PL that refers to 
mysql_config (which doesn't exist on Win32) and then just run:

        perl Makefile.PL --cflags=-IC:/mysql/include 
--libs=C:/mysql/lib/mysqlclient.lib --testuser=root

(Leaving the mysql_config stuff in doesn't hurt, other than to spew out 
half a dozen errors about it not being recognized as an "internal or 
external command, operable program or batch file".)
