Razat, I have only ever built DBD::Oracle from the source you download from CPAN, and under Windows, I have only done this in a Cygwin environment. It's pretty straight forward under Cygwin and Linux, but I have never done this in a 'native' windows environment. I'm pretty sure if you do this you need a Microsoft C compiler. If you want to go down this path I suggest you download the source tarball from CPAN and read the instructions contained therein. However I'm pretty sure there should be a binary available for Windows somewhere. You could start by searching the archives of this list.
